1. Make a Soil medium that retains water/moisture
MATERIALS:
(Organic - anything that decomposes or contains nutrients)
compost, vermicast, loam soil, coco peat, peat moss, charcoal, rice hull)
(Inorganic - inert materials, contains no or very minimal amount of nutrients)
Pumice, sand, pebbles, any type of rocks, vermiculite, perlite
Mix and match any quantity of materials as long as it has more organic materials as they are the ones that retain moisture. There is no perfect formula for seedling soil medium. Again anything will do as long as it's good in retaining moisture. Some actually are using pure peat moss/coco peat and they do well.
Put soil medium in the desired container like pots or microwaveable. Soak the medium in water for 5mins to make it moist.
NOTES:
A) Why does the mix must be moist-retaining? It needs to retain moisture because seeds need water for germination and without it, they won't sprout. Seedlings also need moisture for growth as they produce food using moisture.
B) Mix the materials well so that the materials would be evenly distributed.

3. Sow the seeds and keep in an enclosed container
To sow seeds, just put them on top of the container evenly distributed in the area. Spray with water to ensure it's going to be moist.
Cover it with plastic. Putting a fine layer of sand can also be an option.

Put them in a shaded area only to avoid any direct sun exposure. By doing so, it would ensure that the seeds won't dry up fast or will get "cooked." Sun exposure also can hinder the growth of seedlings.
Covering them for 8-12 months helps in growing the faster - it mimics the system that a greenhouse has.
